Arizona Public Service (APS), headquartered in Phoenix, is Arizona’s largest and longest-serving electric utility. That means they know a thing or two about NERC. But even with all that experience, APS struggled with inefficient processes around compliance and an overall lack of transparency. Their challenges included:
- No central repository for narratives and evidence
- Establishing, implementing, and reliably managing formal compliance processes and workflows
- Complexity of the self-certification process (there are 470 requirements applicable to APS between NERC and WECC region)
- Ineffective hand-offs between different members of the team during compliance workflows
- Little visibility into compliance at the director level and above
APS knew that they needed to streamline and automate their processes in order to improve efficiency and create a culture of compliance. They also knew that doing so required a purpose-built solution. “Showing a culture of compliance is close to impossible without a tool.” shared Kristie Cocco, APS Regulatory Compliance Manager. The APS CIP Transition Team already used SigmaFlow’s Compliance Manager for change management. The Regulatory Compliance Group maximized that investment by expanding Compliance Manager’s functionality to include the self-certification process for both CIP and 693.
In just three months, APS developed four workflows that covered every relevant task. When all of the tasks for the requirements were generated, it added up to more than 850 individual tasks – a number that was difficult to manage manually, but which ran smoothly within Compliance Manager. Their extended implementation enabled APS to meet their objectives quickly and efficiently. They improved evidence management and audit readiness, established more effective workflows, and increased transparency at all levels of the compliance and self-certification processes.
